The more you feel like you do not have the resources to handle stress, the more stressful the experience. How do I develop these resources?

I learned that perception is a major factor of how we feel stress. The more resources we have to handle a stressful situation, the less stress we feel. The less resources we have, the more stress we feel. And if we become convinced that the resources will never come, we feel burnout.
